HCMC disburses nearly 74% of public investment: Metro Line 2 site cleared, HCMC – Moc Bai expressway due for completion end of 2027

According to HCMC Statistics, by 28/9/2026 the city had disbursed VND 108,749 billion of public investment, nearly 74% of the plan. At the same time, detailed progress on key infrastructure projects was released: Metro Line 2 has 100% of its site cleared and the HCMC – Moc Bai expressway is due for completion at the end of 2027.

Disbursement and 9-month growth

• Public investment disbursed by 28/9: VND 108,749 billion, nearly 74% of the plan.
• Q3 GRDP grew 9.86% (10.08% excluding oil and gas); 9-month growth 9.06% (9.16% excluding oil and gas).
• HCMC People’s Committee Vice Chairman Nguyen Cong Vinh said Q4 growth must exceed 13.23% for the full year to surpass 10%.
• Three key targets: double-digit growth, budget revenue of VND 1 quadrillion, and 100% disbursement of the public investment plan.
• The HCMC People’s Committee is collecting comments on a draft resolution on issuing municipal and project bonds at the International Financial Centre, from 6/10 to 16/10.

Progress of transport projects

• HCMC – Moc Bai expressway phase 1 (nearly VND 23 trillion): main route started on 1/7, with filling, soft-ground treatment and bridge works under way; 2 construction packages await approval; site clearance over 75% in HCMC and 98% in Tay Ninh; due for completion end of 2027.
• Metro Line 2 Ben Thanh – Tham Luong: 100% site clearance; relocation and reinstatement of utilities at 12/12 locations about 72.3% complete; all stations under construction simultaneously.
• Road linking the Bien Hoa – Vung Tau expressway with the 2/9 roundabout (Phuoc Thang Ward), over 16 km, about VND 13,900 billion: flyover and piers under construction, bridge site about 70% cleared, due for completion end of 2026.

Progress of canal and environmental projects

• Tham Luong – Ben Cat – Rach Nuoc Len canal: about 80% complete, about 62 km of embankment built and 48 km of roads along both banks open; basically complete within the approved scope by end of 2026.
• Dredging and improving the north bank of Kenh Doi: package 1 about 60%, package 2 about 77%, package 3 about 30%.
• Xuyen Tam canal (from Nhieu Loc – Thi Nghe canal to Vam Thuat river): package XL-01 about 4%, XL-02 about 10%, XL-03 about 80%; whole project expected end of 2027.
• HCMC environmental sanitation phase 2 (29 packages): 7/9 construction packages completed, 1 contract terminated; the 480,000 m3/day Nhieu Loc – Thi Nghe wastewater treatment plant was over 75% complete in mid-September, preparing for trial runs, due for completion in Q3/2027.
