HCMC announces 10 more housing projects that can be sold to foreigners, bringing the total to 158

On 8/10 the HCMC People’s Committee announced 10 more commercial housing projects allowed to sell to foreign organisations and individuals, bringing the total of eligible projects in the city to 158. The list is in two batches, and the city’s Department of Construction will publish the information on its website.

The 10 newly announced projects

• Batch 1 – 4 projects: High-rise apartments C1, C2 in Hung Phu Housing Area (Tam Binh Ward); Hoang Ha My Housing Area (An Phu Ward); a mixed housing, commercial and office area (An Khanh Ward); Ngoc Luc Bao 68 – The Emrald 68 apartments (Binh Hoa Ward).
• Batch 2 – 6 projects: The Emerald River Park apartments (Lai Thieu Ward); Thanh Loc apartment – commercial – hotel complex (Thuan An Ward); Loc Phu Gia Housing Area (Phuoc Hoa Commune); Lot A high-rise apartments – Tan Phu Ward Housing Area (Tan My Ward); Dong Duong apartment – shopping and service centre (Dien Hong Ward); Saigon Pearl – Saigon River mixed residential area (Thanh My Tay Ward), phases 1, 2 and 3B.

Ownership limits under current rules

• Foreign organisations and individuals may own at most 30% of the apartments in one apartment building.
• For individual houses, in an area with a population equivalent to one ward, foreigners may own no more than 250 houses.
• Expanding the project list aims to meet housing demand from international experts and engineers as the city pushes ahead with its financial centre.

Nationwide foreign home ownership figures

• Nationwide there are currently 6,188 homes bought and owned by foreigners and granted certificates.
• Of these, foreign individuals own 5,772 units, and organisations own 416 units.
• Since the 2023 Housing Law took effect, foreigners have bought and own 1,519 apartments in Vietnam.
