On 28 and 29/9/2026, the Chairman of Dong Nai City People’s Committee issued 8 decisions approving specific land prices for areas in the Aqua City urban cluster. The financial obligation results show that 7 of the 8 subdivisions owe no additional land levy after the planning adjustment; the remaining subdivision’s obligation is set by the specific land valuation.
What the decisions say
- 8 decisions approving specific land prices, issued on 28 and 29/9/2026, are the basis for determining land levies and land rent after the planning adjustment.
- They cover Aqua City, Aqua Riverside City, Aqua Waterfront City and several subdivisions of the Phuoc Hung Islet high-end commercial service township.
- 7 of the 8 subdivisions have no extra payment due to the planning change.
- Earlier, the Dong Nai Department of Construction confirmed thousands of homes in the cluster as eligible for sale.
Connecting infrastructure around the township
- Nguyen Huu Canh Boulevard and Vam Cai Sut Bridge are partly completed.
- The road linking Vam Cai Sut Bridge to the HCMC – Long Thanh – Dau Giay expressway is under construction.
- On 29/9/2026, component project 2 of Long Hung Bridge – linking Dong Nai with HCMC – broke ground, with operation expected in 2029.
Project scale and progress
- Aqua City in Dong Nai covers nearly 1,000 ha with almost 13,200 products, developed by Novaland and announced in mid-2019.
- From 2021 the project was paused due to pending approval of planning adjustments and disagreement on the social housing land fund; it restarted in mid-2023.
- Novaland said the project has received about VND 20 trillion in financing commitments from financial institutions.
- According to Novaland CEO Duong Van Bac, the company’s 2026 revenue comes mainly from handing over previously sold products; it is prioritising construction, completion and handover.
