The HCMC Land Registration Office has asked the tax authority to cancel tax assessment information for a group of social housing apartments in Apartment Block CC1 – Zone 2 (Ben Luc Resettlement Area, Binh Dong Ward), because the developer was late completing survey drawings, leaving no basis to issue certificates to buyers.
Key dates in the dossier
- Letter of 24/9/2026: the HCMC Land Registration Office asked Grassroots Tax Office 8 not to assess tax for apartments in Apartment Block CC1 – Zone 2, Binh Dong Ward.
- The project’s developer is Hoang Quan Real Estate Consulting – Trading – Service JSC.
- March and April 2025: the land registration office sent three cadastral information transfer forms so the tax authority could determine buyers’ financial obligations.
- 27/11/2025: the authority asked the developer to cooperate in surveying and redrawing the site plan and apartment layouts; the company did not do so.
- 19/3/2026: the land registration office notified Hoang Quan Company and returned the entire dossier, as there was no basis to process the pink books.
- The cadastral transfer forms sent earlier can therefore no longer be used as the basis for tax assessment.
Residents’ complaints and review results
- Households submitted statements saying the developer told them the tax authority refused the forms because they were sent to the wrong office, but there was no official refusal letter.
- The authorities’ review found that the pink books have not been issued because the developer has not completed the drawings as required.
