The HCMC Department of Construction is collecting comments on a draft City People’s Council resolution on incentives for the integrated development of technical, transport and logistics infrastructure under the Urban Development Law. Comments are due by 3/10/2026, and the draft is expected to be submitted at the October 2026 session.
Main points of the draft
- Creating TOD land funds with public investment: the city uses public investment for standalone projects to create land funds around stations under the transit-oriented development (TOD) model.
- Investors involved from the planning stage: may propose project boundaries and scale during planning; investors committing capital or building railway works and connecting infrastructure will be considered.
- Parking: 50% interest support on loans from the HCMC Finance and Investment State-owned Company (HFIC) for parking construction and operation projects, for up to 5 years.
- Railway infrastructure operation: the managing company may use 80% of income from railway infrastructure operation for management and operating costs; the remaining 20% goes to the State budget, for 36 months.
- Logistics: a “green lane” mechanism for priority logistics infrastructure projects; projects on the strategic investor list are handled through an integrated one-stop shop with one coordinator, one shared electronic dossier and parallel processing of procedures.
- Site clearance: compensation and resettlement are split into standalone projects; shortened direct contracting is allowed for demolition and consulting packages.
- Lines and stations mentioned: Metro Ben Thanh – Suoi Tien (including Ba Son station) and Metro Ben Thanh – Tham Luong, with 4 planned TOD land funds.
