HCMC authorises communes to set resettlement housing prices, until the end of 2030

Real estate news  · 25.09.2026 · HCMC · 2 min read

The HCMC People’s Committee has issued a decision authorising commune, ward and special-zone People’s Committees to set sale prices for State-built resettlement housing. The decision takes effect on 24/9/2026 and applies until the end of 2030.

What is delegated

  • The commune-level People’s Committee where the compensation project is located sets the resettlement housing price, regardless of where the housing fund is located.
  • If residents are given resettlement homes in a different commune or ward from where their land was recovered, the locality running the compensation, support and resettlement project still sets the price.
  • Before setting a price, the locality must obtain written opinions from the locality holding the housing fund and from the agency managing it.
  • Prices must be set consistently and lawfully, without changing a price already approved by a competent authority for the same home, unless the law allows an adjustment.

How prices are set and who is responsible

  • Commune-level People’s Committees must check legal documents, investment costs and related expenses. Amounts already paid by the State budget or not part of the sale price will not be counted again.
  • If the dossier is incomplete or there is no agreement on investment costs, land-related financial obligations and other items, the commune works with the Department of Construction, Department of Finance, Department of Agriculture and Environment and the housing fund manager to clarify them before setting the price.
  • The Department of Construction issues general guidance on pricing, dossiers and procedures so that communes, wards and special zones apply them consistently.
  • Commune-level People’s Committees are responsible for the basis, dossier and price they decide, and must publish the information for residents and stakeholders.
  • If rules on authority to set resettlement housing prices change, the Department of Construction will review and propose that the city adjust or stop the delegation.

Background

  • HCMC aims to relocate about 41,540 houses on and along rivers, canals and creeks by 2030, under 117 projects.
  • The city has called for faster resettlement housing projects for these households.
